Turkey: Energy and Natural Resources

In the global fight against climate change, the decarbonization of the transportation sector is of vital importance. In line with the goals of reducing dependence on fossil fuels and lowering greenhouse gas emissions, the automotive industry worldwide is undergoing a profound structural transformation. Following Turkey’s ratification of the Paris Agreement and its subsequent declaration of the "2053 Net Zero Emission" target, the transition from internal combustion engine vehicles to electric vehicles has become a national policy.

Doğal Gaz Piyasası Lisans Yönetmeliği (“Yönetmelik”) lisans sistemini ayrıntılı biçimde düzenlemekte ve lisansı, tüzel kişilere piyasa faaliyetinde bulunabilmeleri amacıyla Enerji Piyasası Düzenleme Kurulu (“Kurul”) tarafından verilen izin belgesi olarak ele almaktadır. Bu kapsamda lisans, yalnızca faaliyete başlama aşamasında alınan bir izin belgesi değil; lisans sahibinin faaliyet kapsamı, ortaklık yapısı, unvanı, tesis bilgileri ve diğer lisans unsurlarının güncel tutulmasını sağlayan bir düzenleyici araçtır.

The Natural Gas Market License Regulation (the “Regulation”) regulates the licensing system in detail and treats a license as an authorization granted by the Energy Market Regulatory Board (the “Board”) to legal entities for the purpose of carrying out market activities. In this respect, a license is not merely an authorization document obtained at the commencement stage of activities; it is also a regulatory instrument that ensures that the license holder’s scope of activity, shareholding structure, trade name, facility information and other license elements remain up to date.
