June 2026 – The Government of the Republic of Serbia has adopted the Decree on Amendments to the Decree on Conditions of Electricity Delivery and Supply (the “Decree”), which in effect suspends the development of new renewable energy projects in the Republic of Serbia.
Specifically, under the Decree, the conclusion of agreements for the preparation of grid connection studies based on requests submitted prior to the entry into force of the Decree are postponed until after 1 August 2029. Grid connection studies will be prepared during the period from 1 September 2029 to 31 December 2029.
Considering that, under the applicable regulations, an investor in renewable energy projects cannot obtain a partial grid connection approval without a previously prepared grid connection study, an executed grid connection agreement, and a construction permit for the facility to be connected, this amendment to the regulatory framework will inevitably have a direct impact on the pace of development of green energy projects in the Republic of Serbia. In this regard, by postponing key steps in the connection procedure, the Decree slows down the investment cycle in the renewable energy sector and affects the broader energy transition process in the Republic of Serbia, which aims to increase the share of renewable energy sources and reduce CO2 emissions.
Despite this setback, in our view it is positive that the Decree regulates in detail the procedure and conditions for the connection of facilities owned by end-customers intending to become active customers. With regard to the deadlines for submitting requests for the conclusion of agreements for the preparation of grid connection studies, in the cases prescribed by the Decree, an end-customer intending to become an active customer, i.e., a potential active customer, is required to submit such request from 1 January to 1 February for the period from 1 March to 30 June, and from 1 July to 1 August for the period from 1 September to 31 December.
